This is a relatively new form of art called wearable art. It's like a combination of sculpture, 2D art, fashion, and in some cases metal and electronics. If you've never heard of this before, you should definitely look it up on google. This art form started in New Zealand and is slowly growing in popularity, especially in Theater. Some examples of shows that use wearable art would be Walt Disney's "The Lion King".
